CD-R Levy

After reading this interesting article on file sharing in the UK. I had some questions about the blanket-levy on blank CD's mentioned near the end of the article. The levy is used in 25 countries including Canada and most of Europe.

In Canada, this website says it goes to a group representing the recording industry, but how would this group monitor who gets what? Based on web traffic? Is it only to major labels? Is it only for domestic labels and artists collected in each country?

This is not a rant. Just questions I don't know the answers to and am hoping maybe someone knows.
